As the liberation of Hong Kong has involved the immediate resumption of His Majesty's Government's respon- sibility for the good Government of the Colony and the well- being of its' inhabitants, and as this will call for adminis- trative action in matters which have no military significance. and are primarily the responsibility of the Secretary of State for the Colonies, it has been decided that the C. C. A. 0. should have the right of direct communication with the Colonial Office on such matters. This does not, however, derogate from your position as sole governing authority. Such communications should be sent to the Civil Affairs Directorate of the War Office for transmission to the Colonial Office, and should be repeated to S. A. C. S. E. A. and A. L. F.S. E. A. for information. You will, however, be free to make such comment theroon as circumstances appear to warrant."

3. Reference A. M. 311930/Aug. Additional paragraph 5 in similar terms is to be added to Directive of C.C.A.0. substituting words "The C.-in-C." for "your" in second sentence and for "you" in last sentence.

4. You will receive for your guidance under separate cover a copy of the Dual Responsibility Directive issued for Malaya. The same principle will be applied in respect of Hong Kong.
